Extend the ServiceNow notifications functionality to Web Chat

When ServiceNow notifications are enabled they will be persisted within MS Teams, but if notifications are enabled in Web Chat they will only work in the session where they were enabled.

If a Web Chat user enabled notifications, closed the browser, revisited Web Chat later (as a new session), and verified their email address, they will not receive notifications - this is what our users would like.
